ENQA evaluates FINEEC’s higher education evaluation activities in 2026
The European Association for Quality Assurance in Higher Education (ENQA) will conduct an external review of the higher education evaluation activities of FINEEC. External reviews are carried out every five years, and this review will follow ENQA’s streamlined Targeted Review methodology.
The purpose of the review is to verify that FINEEC continues to comply with the Standards and Guidelines for Quality Assurance in the European Higher Education Area (ESG 2015), with particular attention to developments in the agency’s activities since the previous full review in 2021–2022.
The review focuses primarily on FINEEC’s fourth-cycle audit framework for higher education institutions (2025–2030) and its compliance with ESGs. In addition, the review examines FINEEC’s EUR‑ACE accreditations for engineering degree programmes. FINEEC has selected audit reports as an optional enhancement topic. The review panel may also explore other aspects of the agency’s activities.
FINEEC has published the self-assessment report for the review
As part of the review process, FINEEC has prepared a self-assessment report, which provides a description and critical reflection on the ESG compliance of its higher education evaluation activities. The report serves as a key document for the ENQA review panel and supports FINEEC’s own assessment and enhancement of its activities.
The international review panel will conduct a site visit to FINEEC in September 2026. The panel members are:

- Luna Lee Solheim, Senior Adviser, Norwegian Agency for Quality Assurance in Education (NOKUT), Norway – Secretary
- Moritz Jahn, Master’s Student in Mathematics, Technische Universität Dresden, Germany
- Liia Lauri, Head of Higher Education, Estonian Quality Agency for Education (HAKA), Estonia
A successful outcome of the external review is a prerequisite for FINEEC’s continued full membership in ENQA and for its inclusion in the European Quality Assurance Register for Higher Education (EQAR). The review also provides independent assessment of whether Finland’s system of external quality assurance in higher education is well-functioning, reliable, and aligned with European standards and guidelines.
