About Joda
Background for the digitalization of learning outcome evaluations
By digitalising the evaluations, FINEEC aims for more diverse evaluation that will reflect the developments in the school world better. In the long term, the aim is to reduce the workload caused by the evaluations at schools and to facilitate the practical arrangements for evaluations.
By using digital evaluation systems and publication platforms, we also aim to increase the effectiveness of the evaluation activities. In addition to the collection of evaluation data, the digitalisation of evaluations includes matters such as the development of electronic reporting and enhancing the analysis of the collected data.
FINEEC first experimented with the digitalisation of learning outcomes evaluations in primary and lower secondary education in 2014 and 2015, when some of the pupils completed the evaluation electronically and some on paper in the evaluation of mother tongue and literature and the evaluation of mathematics. FINEEC changed over to fully digital evaluations in 2017. In August 2022, FINEEC abandoned its own Koda system and moved on to developing a new digital evaluation system, Joda.
Development of Joda
In 2022, FINEEC launched a project to develop a digital system for evaluating learning outcomes (DigiOTA). The aim of the project was to develop a digital evaluation system that could be used to manage and carry out national evaluations of learning outcomes in primary and lower secondary education. CSC - IT Centre for Science was selected to implement the system and the system was given the name Joda.
Between 2022 and 2023, a great deal of specification work related to the evaluation system and its operation was carried out in the project and technical solutions for the system were designed. The development work began and Joda's visual look was created. In 2023, Joda was already tested on a small scale. During 2024, Joda was developed intensively, and its usability could be tested with real data and also with pupils. During 2025, information security and accessibility audits as well as extensive acceptance testing and piloting were conducted on Joda. Joda was introduced into production use in August 2025, when the DigiOTA project also ended. However, the development work of Joda continues and new features are developed as necessary to serve the different needs of evaluations.
The development of Joda has always been based on the desire to develop a user-oriented, long-term information system that enables secure processing of national learning outcomes evaluations and a high quality in further use of the evaluation data. Engaging the end users of the system – pupils, teachers and principals – and taking their experiences into account have been central to the development work.
