An international review panel evaluates FINEEC’s higher education evaluation activities in 2026
The European Association for Quality Assurance in Higher Education (ENQA) will conduct an external review of the higher education evaluation activities of FINEEC in September 2026. External reviews are carried out every five years, and this review will follow ENQA’s streamlined Targeted Review methodology.
The purpose of the review is to verify that FINEEC continues to comply with the Standards and Guidelines for Quality Assurance in the European Higher Education Area (ESG 2015), with particular attention to developments in the agency’s activities since the previous full review in 2021–2022.
The review focuses primarily on FINEEC’s fourth-cycle audit framework for higher education institutions (2025–2030) and its compliance with ESG standards 2.1–2.7. In addition, the review examines FINEEC’s EUR-ACE accreditations for engineering degree programmes, with particular reference to ESG standards 2.1 and 2.7.
As an optional enhancement topic, FINEEC has selected the audit reports. The review panel may also, if it wishes, explore other aspects of FINEEC’s activities.

FINEEC's self-assessment report is published
As part of the review process, FINEEC has prepared a self-assessment report that provides a description and reflection on the ESG compliance of its higher education evaluation activities.
The review panel will conduct a site visit to FINEEC in September 2026.
A successful outcome of the external review is a prerequisite for FINEEC’s continued full membership in ENQA and for its inclusion in EQAR, the European Quality Assurance Register for Higher Education. It also provides independent confirmation that Finland’s system of external quality assurance in higher education is well-functioning, reliable, and aligned with European standards and guidelines.
