Evaluation of Higher Education in Information and Communication Technologies (ICT)

Higher education

In accordance with the Education Evaluation Plan (2024–2027), an evaluation of higher education in information and communication technologies (ICT) will be conducted in 2026–2027. The fields of information and communication technologies are undergoing continuous change due to rapid technological development. Key themes in the field include the transformation of information work, international competition, and the challenges posed by cyber competence and artificial intelligence. The evaluation will generate information on the types of competences provided by education field, as well as on the capacity of education programmes to respond to changes in the operating environment and to labour market needs. Both universities of applied sciences and universities will participate in the evaluation of the field.

At its meeting on 19 March 2026, the Higher Education Evaluation Committee appointed the following persons to the planning and evaluation group for the evaluation:

  • Vice Rector, Professor Tapio Salakoski, University of Turku (Chair)
  • Head of Education Mervi Heikkinen, Karelia University of Applied Sciences
  • Senior Specialist Jaakko Kurhila, University of Helsinki
  • Director of ICT and Digitalisation Juha-Pekka Leskinen, CSC – IT Center for Science
  • Director of Competence Area Jarmo Mikkola, Oulu University of Applied Sciences
  • Director Liisa Postareff, Häme University of Applied Sciences
  • Student Olivia Takkinen, Tampere University.

According to the preliminary schedule, the project plan will be prepared in spring 2026, the data will be collected in autumn 2026, and the data will be analysed and the report written in spring 2027.
