Liberal adult education
In Finland, liberal adult education is provided by adult education centres, folk high schools, sports institutes, summer universities and study centres. Their activities are evaluated with themed and system evaluations. The evaluations specifically focus on the duty and role of liberal adult education in the implementation of adult education and their ability to promote equality and accessibility.
Evaluations may also concern the development of the operational conditions and service capacity of the liberal adult education institution structure and network, the ability to perform statutory functions, as well as the educational tasks directed at the various target groups within liberal adult education.
Thematic and system evaluations
Thematic evaluations focus on some content package or theme. The target may also be the evaluation of the state of a certain form of education. System evaluations study the education system as a whole or its part, educational policy and its implementation or education system renewal and development processes.
In thematic and system evaluation, multidisciplinary planning and evaluation group will be formed for the evaluation project. The evaluation will use inclusive and varied evaluation methods. The key is to take into account the perspectives of various stakeholders, critical and profound study of the phenomenon to be evaluated and to get a comprehensive understanding of the evaluation target.
